This plate retains the core in the mold. Its thickness is normally defined by the “stiffness” requirement of the mold. The runner system is normally machined in this plate. The ejector mechanisms (pins) slide though this plate to apply force on the part. This surface is also the parting line surface and “shut off” (sealing) must be obtained or flash will occur.
