Why?
Stress relieving is used to relieve stresses that remain locked in as part of a consequence of the manufacturing process.
Process?
In the stress relieving process the steel is heated to a point the hardening point and then cooled at room temperature. The difference between stress relieving and normalizing or annealing is that the treatment temperature remains below the hardening point.
Benefits?
The stresses and strains from machining are reduced or eliminated in the piece of steel.
